International Forum to Attract Foreign Investments in Turkmenistan’s Energy Sector

Paris hosted the Turkmen Energy Investment Forum (TEIF) on 24-25 April 2024. The Forum's principal organisers were the State Concerns "Turkmengas" and "Turkmennebit." This event, hosted in the world’s leading capital, gathered 314 delegates from over 30 countries and aimed at expanding opportunities for attracting foreign direct investment in Turkmenistan's energy, transport and communication, construction, and financial sectors. More than 150 meetings between the leading global energy companies and Turkmen state energy companies have been held to discuss investment opportunities and strengthen the dialogue on further sustainable development of the energy sector.

The 28th International Conference and Expo "Oil and Gas of Turkmenistan" (OGT-2023) was held in Ashgabat on October 25-27, 2023. The Conference was organized by the State Concerns "Turkmengaz", "Turkmennebit", the Chamber of Commerce and Industry of Turkmenistan, and the State Corporation “Turkmengeology” in partnership with Turkmen Forum and UK-based GaffneyCline.

The conference and exhibition aimed to strengthen the regional dialogue on further sustainable development of the energy sector, review the latest tendencies in the global energy system, and expand the opportunities for attracting foreign direct investment to the oil and gas industry of Turkmenistan. The OGT Expo, which ran in parallel with the conference presented the best highlights from the domestic and global oil & gas industries, reinvigorated with new ideas and features to match the current industry agenda. New elements introduced at this year’s Expo put a key focus on highlighting the importance of acceleration of cooperation between IOCs and NOCs, reinforcing the growing role of mutually beneficial partnerships.

Participation and business meetings on the sidelines of this Conference and Expo increased the awareness of potential partners about new investment projects in oil, gas, energy, and chemical complexes of Turkmenistan.

The agenda of the Conference focused on discussion of such issues as the future of energy, investment opportunities in the Turkmen oil & gas sector; green energy, environmental aspects of hydrocarbon developments; Technological innovations, and the role of human capital in successful energy transition.

Turkmenistan is a major player in the Asian oil & gas market. The country's hydrocarbon resources are estimated at over 71 billion tons of oil equivalent, that is over 20 billion tons of oil and over 50 trillion cubic meters of natural gas. Given these figures, as of today, Turkmenistan holds the world’s fourth-largest proven natural gas reserves, after Russia, Iran, and Qatar.

Currently, Turkmenistan’s largest customer is the People’s Republic of China. Turkmenistan has resumed gas supplies to Russia and swapped supplies to Azerbaijan via Iran.

Turkmenistan is also proceeding with the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline. Despite the consequences of the COVID-19 pandemic and the ensuing changes in the global markets, the TAPI countries continue to support the implementation of the Turkmenistan-Afghanistan-Pakistan-India Gas Pipeline Project. The recent high-level meetings in Pakistan and Afghanistan have shown the readiness of the parties to accelerate the implementation of this project. The 1,853-km pipeline will deliver up to 33 BCMA natural gas from the Galkynysh gas field in Turkmenistan to three off-take points in Afghanistan, three offtake points in Pakistan, and a final off-take point at the Pakistan-India border to supply the Indian market. The linear part of the Turkmenistan section of the TAPI pipeline is currently being commissioned.

Turkmenistan is actively developing its offshore fields in the Caspian Sea and onshore in the Balkan region. Currently, a number of leading IOCs are producing oil and gas from contractual areas in the Caspian Sea, among them: ENI, Dragon Oil, Petronas, and others. The focus of this year’s conference will be the attraction of investment to offshore Blocks No. 21 and 23, West Cheleken, optimization of production from mature fields, and next phase development of the supergiant Galkynysh field, which is the largest onshore gas field in the world.

The cooperation between Turkmenistan and Azerbaijan reached a major milestone with the signing of the Memorandum of Understanding between the governments of Azerbaijan and Turkmenistan on the joint exploration and development of hydrocarbon resources of the Dostluk field in the Caspian Sea. Successful development of this field will allow the supply of natural gas westwards to Europe.

In parallel with the export of natural gas by pipeline, Turkmenistan is currently focusing on the deep processing of natural gas, which in the long term may become dominant in the country's economy. In recent years, several gas chemical complexes have been commissioned, and in the near future, several more are planned to be built in order to manufacture value-added goods that are in high demand in global markets. Among them is Kiyanly Polymer Plant in the Balkan region. The complex was built by a consortium of South Korean and Japanese companies and commissioned in October 2018. Another gas chemical complex is the Gas to Gasoline (GTG) plant, which was commissioned in 2019, and was built by a Japanese-Turkish consortium.

The Turkmenbashy refinery is the flagship industrial complex located in west Turkmenistan and accounts for a quarter of the volume of industrial production. Currently, the refinery is undergoing phased reconstruction, which also presents various investment opportunities for potential investors.

A key aspect of creating a solid legal framework in Turkmenistan is the adoption of the law of Turkmenistan "On Hydrocarbon Resources", "On Currency Regulation", "On Foreign Investments", and "On Investment Activities", which are aimed at creating a favorable investment climate in the country in order to attract long-term foreign investments and a state guarantee for reliable legal protection of investments and their return.

Among the main factors of the growing attractiveness of Turkmenistan for foreign investors is the country's stable economic and political situation, as well as the legislative framework and state guarantees. The conference will be available in both traditional and online formats through the Zoom platform. Meetings on the sidelines of the Conference with the senior management of the Turkmen oil and gas sector will also be available in both in-person and online formats.

Senior management and representatives of both Turkmen state organizations and leading international oil and gas companies, as well as major international financial institutions, participated in the conference and Expo. The organizing committee provided visa support to all registered delegates.

International scientific and practical conference: «Energy prospects, new technologies for the development of hydrocarbon deposits»

Turkmen Forum in collaboration with Turkmenistan’s national energy companies held the international scientific conference focused on environmental issues during hydrocarbon developments, which took place on June 15 at the Yagshygeldi Kakayev International Oil and Gas University in Ashgabat. The primary focus of the conference was a reduction of environmental emissions during hydrocarbon developments and energy transition.  

It is a prestigious event, which is held annually to discuss environmental issues facing the oil & gas sector of Turkmenistan and strengthen international cooperation between Turkmen state organizations and major energy companies, international organizations, academia, and financial institutions focused on the environment and green future.

Turkmenistan pays special attention to environmental issues and in particular the reduction of methane and associated gas emissions in the development of oil and gas fields. 

The President of Turkmenistan, Serdar Berdimuhamedov has said that: “Turkmenistan plans to achieve zero growth in greenhouse gas emissions by 2030, and in the long term, to significantly reduce emissions annually, both at the expense of its financial resources and with the technical and financial support of international organizations. Turkmenistan stands for a consolidated approach to the problems of this plan, taking concrete steps on its part to protect the environment and striving to contribute to the development of international cooperation in such a vitally important area for all mankind”.

It is worth noting that Ashgabat offered to open a Regional Center for Climate Change Technologies in Central Asia. Also, the government of Turkmenistan previously put forward initiatives for the development of the UN-Water Strategy and the UN Special Program for the Aral Sea, the preservation of the ecosystems of the Caspian Sea.

Along with this, the country is successfully solving environmental problems at the national level, including the creation of forest areas, land reclamation, and combating desertification. An example of the effectiveness of large-scale landscaping work is the wide "green" belts around the country's cities, which are replenished every year with millions of new seedlings.

Most recently,  on March 15, 2022, 193 UN members approved by consensus a resolution proposed by Turkmenistan aimed at promoting the development of cycling in the world. Member States are urged to "integrate cycling into public transport in urban and rural settings in developing and developed countries". The document also asks to "improve road safety and promote the use of bicycles by individuals and businesses to increase the number of cycling trips, which contributes to the achievement of sustainable development, including the reduction of greenhouse gas emissions."

The Ashgabat Conference will bring together senior representatives of the Turkmen government, CEOs of national and international oil & gas companies, senior management of energy organizations as well as major international financial institutions and research centers. Key topics for discussion will include: 

•    Environmental aspects of hydrocarbon developments and new era energy: challenges and opportunities  

•    Energy transition: a glance to the future 

•    Reducing methane and CO2 emissions to meet net zero and prospects for monetization.  

•    International experience and initiatives: existing areas of technical and financial support in promoting clean energy

The impressive list of delegates includes representatives of well-known international companies such as CNPC, BP, Exxon Mobil, Petronas, ADNOC, Mitro International, Buried Hill, NAPECO, Dragon Oil, ENI, Lukoil; international oil and gas organizations such as the International Energy Agency, IRENA, Global Gas Centre, Gas Exporting Countries Forum, Society of Petroleum Engineers, the Energy Charter Secretariat. The Conference’s sessions and panel discussions will be attended by the representatives of numerous international organizations and financial institutions – UN, OSCE, World Bank, Asian Development Bank, European Bank for Reconstruction and Development, and diplomatic missions accredited in Turkmenistan.

 Participation in the Conference and business meetings during the event will increase delegates’ understanding of potential investment opportunities in renewable energy opportunities and energy sector diversification towards greener energy. Presentations and panel sessions within the framework of the event will inform participants about the latest initiatives in reducing emissions and associated gas in the development of Turkmenistan’s vast energy resources.

The Forum to Attract Foreign Investments in Turkmenistan’s Energy Sector was held at the Hyatt Regency Hotel in Dubai on April 26 and 27, 2023. The Forum's principal organizers were the State Concerns "Turkmengas" and" Turkmennebit", and the State Corporation “Turkmengeology” in partnership with Turkmen Forum and UK-based GaffneyCline.

The purpose of this event was to expand the opportunities for attracting foreign direct investment in all aspects of the Energy industry of Turkmenistan and to strengthen regional dialogue on further sustainable development of the energy sector. Upstream, midstream and downstream opportunities all was addressed. The Forum brought together leading national and international energy companies, as well as experts who shape the future of the oil and gas industry not only in Turkmenistan but also in the wider region.

As the world embarks on a massive energy transition so, too, is Turkmenistan changing. The country has so much to offer from hosting the world’s largest onshore gas field to world-class natural conditions for the development of solar and wind power. The opportunities which our resources and conditions offer will be the prime focus of the forthcoming international Road Show in Dubai where Turkmenistan’s leading energy companies will be actively seeking foreign direct investment in our abundant resources.

Turkmenistan is actively developing its renewable energy sector. A good example of that is the construction of a hybrid solar-wind power plant with a capacity of 10 megawatts, construction of which will commence this year at the Altyn Asyr Lake. The project will be financed by the Abu Dhabi Development Fund (ADFD).

Turkmenistan also continues to be a major player in the Asian oil & gas market. The country’s hydrocarbon resources are estimated at over 71 billion tons of oil equivalent, that is over 20 billion tons of oil and over 50 trillion cubic meters of natural gas. Given these figures, as of today, Turkmenistan operates the world’s largest onshore Gas field, Galkynysh, and holds the world’s fourth-largest proven natural gas reserves, after Russia, Iran, and Qatar. Currently, Turkmenistan’s largest customer is the People’s Republic of China. Turkmenistan currently supplies China with over 30 BCMA through the three lines (A, B, and C) of the Central Asia Gas Pipeline system and, upon completion of the fourth D line, the annual Turkmen natural gas supply will reach a contractual 65 billion BCMA. Turkmenistan also supplies gas to Azerbaijan, Iran, and Russia.

Despite COVID and turmoil in global energy markets, Turkmenistan and its partners in the Turkmenistan-Afghanistan-Pakistan-India (TAPI) Gas Pipeline Project continue to support the implementation of this mega-project. In recent years, several gas chemical complexes have been commissioned, and in the near future, several more are planned to be built in order to manufacture high-added value goods that are in high demand on world markets.

Other strategic projects implemented in phases by the oil and gas complex of Turkmenistan include the project for the reconstruction of the Turkmenbashy Complex of Oil Refineries and the Seyidi Complex of Oil Refineries. This year, additional facilities for the deep processing of oil and a hydrogen production unit will be built at both refineries.

The Forum is one of the series of events, which will be held by the national energy companies of Turkmenistan this year, and marks new approaches to investment attraction. At the last OGT conference in Ashgabat, the UK-based GaffneyCline signed the contract to provide consultancy support to SC “Turkmennebit” in preparation of investment packages for the Turkmen sector of the Caspian Sea. More information on these packages and bidding rounds will be presented at the upcoming Forum

In addition to the attraction of investment in Turkmenistan’s energy sector, the forum agenda is focused on such issues as the Future of Energy, New Era Energy: prospects for domestic and regional development; environmental aspects of hydrocarbon developments; acceleration of energy transition through research & development.

Meetings on the sidelines of the Conference with the senior management of the Turkmen oil and gas sector will also be available in both in person and online formats.

          Senior management and representatives of both Turkmen state organizations and leading international oil and gas companies, as well as major international financial institutions are expected to participate in the conference and Expo.

International Conference “International transport and transit corridors: interconnection and development” July 18-19, 2022

International Conference “International transport and transit corridors: interconnection and development” took place on July 18-19 in Ashgabat. The primary focus of the conference was the issues of post-pandemic recovery and adaptation to new realities in international transport and development of effective international transport and transit corridors.


The Conference was organized by Transport and Communications Agency under the Cabinet of Ministers of Turkmenistan in partnership with Turkmen Forum.


It is a prestigious event, which is planned to be held annually in order to expand the activities of national transport enterprises in international communications and strengthen international cooperation between Turkmen state organizations and major logistics institutions and international organizations focused on transport and logistics systems.


The Government of Turkmenistan has made important progress in promoting national and regional connectivity, especially in the development of transit transport infrastructure (road, rail and air infrastructure), as well as in promoting faster transit and encouraging investment and diversification. In this regard, the extensive experience of Turkmenistan, especially in the field of implementation of the decisions of the Global Conferences on Sustainable Transport were useful for the participants of the Conference.


Turkmenistan has also initiated key resolutions in the field of sustainable transport.


The Conference brought together senior representatives of the Turkmen government, CEOs of national and international transport companies, senior management of logistics organizations as well as major international financial institutions. Key topics for discussion included:

International Scientific Conference: “Environmental aspects in the production of hydrocarbon resources”

Turkmen Forum in collaboration with Turkmenistan’s national oil companies has introduced a new conference focused on environmental issues during hydrocarbon developments and prospects for hydrogen energy” which took place on June 23 at the Yildiz hotel in Ashgabat. The primary focus of the conference was reduction of environmental emissions during hydrocarbon developments, managing world – famous “Darvaza” gas crater and prospects of the hydrogen energy.


It was a prestigious event, which was planned to be held annually in order to discuss environmental issues facing oil & gas sector of Turkmenistan and strengthen international cooperation between Turkmen state organizations and major oil and gas institutions and international organizations focused on environment and green future.


Turkmenistan pays special attention to environmental issues and in particular the reduction of methane and associated gas emissions in the development of oil and gas fields. In his time as Deputy Chairman of the Cabinet of Ministers of Turkmenistan Serdar Berdimuhamedov speaking at the COP26 Forum in Glasgow last November said that: “Turkmenistan at the national level pays special attention to reducing methane emissions, and in this regard welcomes the new initiative “Global Methane Commitment”, adopted within the framework of this high Forum”.


The Turkmen side also expressed interest in a detailed study of the new initiative with a view to possible substantive participation in it. The launch of the Global Methane Commitment was initiated by the US and the EU with the goal of collectively reducing global methane emissions by at least 30% by 2030 compared to 2020 levels. More than 90 countries supported the initiative in Glasgow.


Serdar Berdimuhamedov also said that: “Turkmenistan plans to achieve zero growth in greenhouse gas emissions by 2030, and in the long term, to significantly reduce emissions annually, both at the expense of its own financial resources and with the technical and financial support of international organizations. Turkmenistan stands for a consolidated approach to the problems of this plan, taking concrete steps on its part to protect the environment and striving to contribute to the development of international cooperation in such a vitally important area for all mankind”.


It is worth noting that Ashgabat offered to open a Regional Center for Climate Change Technologies in Central Asia. In addition, the government of Turkmenistan previously put forward initiatives for the development of the UN Water Strategy and the UN Special Program for the Aral Sea, the preservation of the ecosystems of the Caspian Sea.


Along with this, the country is successfully solving environmental problems at the national level, including the creation of forest areas, land reclamation and combating desertification. An example of the effectiveness of large-scale landscaping work is the wide "green" belts around the country's cities, which are replenished every year with millions of new seedlings.


Most recently, namely on March 15 this year, 193 UN members approved by consensus a resolution proposed by Turkmenistan aimed at promoting the development of cycling in the world. Member States are urged to "integrate cycling into public transport in urban and rural settings in developing and developed countries".


The document also asks to "improve road safety and promote the use of bicycles by individuals and businesses in order to increase the number of cycling trips, which contributes to the achievement of sustainable development, including the reduction of greenhouse gas emissions."


The Conference brought together senior representatives of the Turkmen government, CEOs of national and international oil & gas companies, senior management of energy organizations as well as major international institutions and research centers. Key topics for discussion included:


  • Innovative technologies and know-how in the production of hydrocarbons and reducing associated gas emissions
  • New era energy projects and prospects for hydrogen
  • The prospects for managing the “Darvaza” gas crater
  • International experience in promoting clean energy and new climate finance available to the energy sector of Turkmenistan

The impressive list of delegates included representatives of well known international companies such as CNPC, BP, SOCAR, Petronas, Areti, Mitro International, Buried Hill, NAPECO, Dragon Oil, ENI, Lukoil; international oil and gas organizations such as the International Energy Agency, IRENA, Global Gas Centre, Gas Exporting Countries Forum, Society of Petroleum Engineers, the Energy Charter Secretariat. The Conference’s sessions and panel discussions will be attended by the representatives of numerous international organizations and financial institutions – UN, OSCE, World Bank, Asian Development Bank, European Bank for Reconstruction and Development and diplomatic missions accredited in Turkmenistan. In addition, George Kourunis, the Canadian explorer who was first to set off foot at the bottom of Darwaza gas crater actively participated in the conference and made a detailed presentation of his expedition, which he undertook back in 2013.


Participation in the Conference and business meetings during the event increased delegates’ understanding of potential investment opportunities in renewable energy opportunities and energy sector diversification towards greener energy.


Presentations and panel sessions within the framework of the event informed participants about the latest initiatives in reducing emissions and associated gas in development of Turkmenistan’s vast energy resources.

Due to travel restrictions, the event was held in both traditional and online formats. This approach was also used to organize meetings on the sidelines of the Conference with the management of the oil and gas sector of Turkmenistan.

On March 29-30, 2022, the International Forum for attracting foreign investments to the oil & gas sector of Turkmenistan was held.

The Forum was organized by the State Concerns "Turkmennebit", "Turkmengaz", "Turkmenhimiya" and State Corporation “Turkmengeology” in partnership with Turkmen Forum and UK-based GaffneyCline.

OGT 2022 International Investment Forum was a prestigious business forum, which was held to attract investments into the energy sector of Turkmenistan, to develop and strengthen international partnerships between Turkmen state organizations and international oil and gas companies. A detailed review of Turkmenistan’s oil and gas market and the latest petrochemical projects and project opportunities have been presented, and the world’s leading oil and gas companies shared their visions and expertise.

During the forum, topics such as the future of energy, the role of Turkmenistan in ensuring regional energy security, opportunities for new era energy investment projects, the role of financial institutions in supporting sustainable energy, innovative technologies and know-how in the production of hydrocarbons and reducing associated gas emissions, experience potential and prospects for international cooperation in the field of refining and transportation of hydrocarbons, etc. were discussed.

The forum has seen presentations and panel sessions planned to exchange experience and update participants on the status of key projects that are currently underway in the oil and gas sector of Turkmenistan with the participation of senior management and representatives of both Turkmen State organizations and leading international oil and gas companies, as well as major international financial institutions.

In addition, Live link up with Dubai Expo 2020 for Session 1: “The role of Turkmenistan in ensuring regional energy security” was set up. The session was held both at the conference venue in Ashgabat and within Turkmenistan’s Dubai Expo 2020 exhibition pavilion.

The Forum was held both in traditional and online formats. Online streaming on Zoom Professional platform was arranged in over 32 countries. The same hybrid format was used to organize meetings (both online and in-person) with the senior management of the energy sector of Turkmenistan.

Within the Session 1 of the Forum: THE ROLE OF TURKMENISTAN IN ENSURING REGIONAL ENERGY SECURITY a Live Link up with Dubai Expo 2020 was set up. In this session Ambassador Extraordinary and Plenipotentiary of Turkmenistan to UAE- Serdarmammet Garajayev, CEO of Dragon Oil – Ali Rashid Al Jarwan, Chief Commercial Officer of Fluxys Group - Arno Büx, Advisory Committee Director, Trans Caspian Resources, Inc - Natalie Costello and many other senior government members and CEO’s of the largest international oil and gas companies were among the speakers.

The 4th Business Forum of the ECO Member States was held in hybrid format on 26th November 2021 in Asghabat, Turkmenistan and was successfully organized by the Chamber of Commerce and Industry of Turkmenistan, ECO Secretariat, and ECO-Chamber of Commerce and Industry (ECO-CCI). The Business forum was attended by the delegates from the ECO countries including Chambers of Commerce and Industry, high level representatives of different Ministries of Turkmenistan.


The agenda of the Business Forum included sessions on: expansion and intensification of trade and economic cooperation between ECO Member States, cooperation in the field of trade and services, customs services and taxation, digital trade and e-commerce in ECO Region, development of industrial sector and transport and logistics services, investment opportunities in ECO Region.


About 40 bilateral documents were signed, on the sidelines of the 4th Business Forum, including memorandums, contracts and declarations.

XXVI INTERNATIONAL CONFERENCE - OGT2021 - OCTOBER
On October 27-28, 2021, Ashgabat hosted the 26th “Oil & Gas of Turkmenistan -2021” International Conference dedicated to the 30th anniversary of the Independence of Turkmenistan.

The Conference was organized by the State Concerns "Turkmengaz", "Turkmennebit" and State Corporation “Turkmengeology” in partnership with Turkmen Forum and UK-based GaffneyCline.

The conference featured discussions on such topics as the latest global and regional trends in the development of the fuel and energy sector, the implementation of regional projects, including the construction of the TAPI gas pipeline, the attraction of investment into the Turkmen sector of the Caspian Sea and prospects for new gas chemical utilization projects. This huge event brought together more than 450 delegates from 30 countries.

The novelty of this years’ Conference became a Live link up with Dubai Expo 2020 for Session 4: Natural Gas and Alternative Sources of Energy – Key Resources in Transition to a Low Carbon Future. The session was held both at the conference venue in Ashgabat and within Turkmenistan’s Dubai Expo 2020 exhibition pavilion. Within the framework of the 26th international conference "Oil and Gas of Turkmenistan" contracts and memorandums were signed between state agencies of oil and gas sector of Turkmenistan and international companies: 


Memorandum of Understanding (MoU) between SC “Turkmengas” and Haldor Topsoe for monetization small-scale associated natural gas into chemical products was signed.


Contract between the state corporation "Turkmengeology" and the Yug-Neftegaz Private Limited for 3D seismic surveys in the eastern part of the “Goturdepe” field and 2 D seismic surveys in the Southern Burun area was signed.


Contract between Turkmenbashi Oil refineries complex and PetroGas for design and construction of marine pier at the 3rd Kenar Enterprise for the storage and shipment of petroleum products was signed.


Session 4: Natural Gas and Alternative Sources of Energy – Key Resources in Transition to a Low Carbon Future was held as a Live Link up in collaboration with Dubai Expo 2020. In this session CEO of Dragon Oil – Ali Rashid Al Jarwan, the UK Prime Minister's Trade Envoy to Turkmenistan - Baroness Nicholson of Winterbourne and many other senior government members and CEO’s of the largest international oil and gas companies were among the speakers.

International Conference “Sustainable cooperation in the energy sector – an important prerequisite for global development” dedicated to the 25th anniversary of the permanent Neutrality of Turkmenistan, and to the energy diplomacy of Turkmenistan was held on December 1.

The conference, which was held in the conference hall of the Scientific Research Institute under the State Concern “Turkmengaz” brought together over 220 delegates from 70 companies, 123 of which participated online.

XXIV “Oil & Gas of Turkmenistan” (OGT) international conference, 22 - 23 October 2019, Ashgabat

Business Forum within the 1 st Caspian Economic Forum, 11 August 2019, Awaza, Turkmenistan
